At our company, our management team is dedicated to building long-term, mutually beneficial relationships with medical facilities across the country. We do this by working closely with our clients to align our goals and enhance the quality of patient care while optimizing expenditure. In addition, our entire staff is committed to providing fast, accurate, and high-quality services to every client, 24/7. We believe that by collaborating and sharing a common vision, we can achieve exceptional outcomes for our clients and the patients they serve.

Donald L. Mooney

CEO

Donald Mooney served the United States Army for twenty-two years, retired in 1997 as a Lieutenant Colonel, and went to work at his alma mater, the San Marcos Baptist Academy, entering this time not as a teenage boy from Houston, Texas, but as the Dean of Boys and Commandant of Cadets. But a meeting with local businessmen sparked a vision to start his own business, make a mark in his community and leave a legacy for his family. So in 2000, Donald founded NURSES Etc STAFFING, a company designed to respond to healthcare staffing needs in South Central Texas.  

He worked tirelessly, meeting with healthcare companies, recruiting nurses and nursing assistants and matching his customers with the staff he selected. Since those days, NES has grown into a family of companies, all focused on providing services – even for some of the same customers he nurtured in the beginning – and which now includes the Department of Defense and nationally recognized clients who need executives, physicians, nurses, IT and Logistics professionals for permanent placement or for contracts to provide temporary solutions to their staffing needs. 

Over the years, Donald was recognized with numerous awards, including Top 100 African American Business Leaders in America, the Alamo City Chamber’s Small Business of the Year and the Minority Service Firm of the Year in Federal Contracting. Donald Mooney is passionate about helping guide and strengthen other small businesses. After receiving mentorship, guidance and support while building NES, he is driven to extend the same generosity that he received in his own business venture. Donald encourages NES to give back, and the company officially mentors two Small, Minority, Woman-owned Business Enterprises in formal Mentor/Protégé programs and regularly supports other SMWBE firms working with them in a teaming capacity.  

Donald graduated from the United States Military Academy at West Point, the Defense Language Institute in Monterrey, California and the Command and General Staff College in Fort Leavenworth, Kansas. He and his wife Narcissa have three adult children and one adorable grandson. In 2014, the Mooney’s traveled to Rwanda on a mission trip, where they visited refugee camps, schools, and homes to assist with relief efforts. The trip made a lasting impression on the them; one which inspired them to continue their efforts stateside, and to sponsor two young boys, Oliver and Emmanuel; contribute financially to the building of a classroom in a refugee camp, and sponsor a nurse at one of the schools. 

The belief that we should help our fellow man runs deep in Donald. He began a program in his company called DME Cares. Donald L. Mooney Enterprises’ corporate employees are currently sponsoring seventeen children from Rwanda. DME Cares is also involved with United Way; “Stuff the Bus” with Communities in Schools of San Antonio; Project Cool fan donations and in many more opportunities to serve. Two years ago, Donald extended an offer to each of his corporate employees to get involved in more community service by giving them eight hours of annual paid time off in exchange for their services as volunteers. It’s very important to him that in addition to being well respected for strong business capabilities, that his companies are also known as those that affect change by actively demonstrating commitment and willingness to get involved in community service.  

  


Andrew Mooney

Chief Operating Officer - Government Services

Mr. Andrew Mooney began working at NURSES Etc STAFFING as a Recruiting Coordinator in 2007 for the Commercial Services division while attending school at Texas State University. From 2009 to 2012, Andrew worked in an array of positions from Staffing Coordinator, Payroll Clerk to HR Assistant.

 

In 2012, Andrew transitioned to a Credentialing Coordinator position in the burgeoning Government Services division. Learning the basics of government contracting from credentialing candidate packages, Andrew was able to seamlessly move into a Recruiter position in 2013, exceling as a Junior Recruiter and named the highest performing Recruiter at that time.

In 2015, Andrew was promoted to Program Manager. With his knowledge in credentialing, recruiting, as well as finance and Human Resources, Andrew exceled in his role and managed (5) government contracts at one time.

 

In 2019, Andrew was promoted to Vice President for the Government Services division. In this role, he is responsible for directing overall operations to include program and contract management, recruitment, credentialing and customer relations with government agencies and departments. Provide overall day-to-day supervision, and coordination of operations.

Todd Cross

Chief Operating Officer - Commercial ​

Mr. Todd Cross started in the Staffing business in 1991 with his mother-in-law. They sold their 30-million-dollar family-owned business in 2001. In 2002, he went to work for Belcan Corporation to help a friend with their staffing division.    

Over the next 15 years he grew the business from 3 million to 126 million while rebranding the business as BelFlex Staffing Network.   He served in many roles including as President and COO until mid-2017 when he decided to spend more time with his family and move to a much lesser role with BelFlex where he continue to work 2 days per month.     

In September 2020, he joined PrimaCore Solutions as the Chief Operating Officer.  In 2022, Todd helped launch the Travel Division for Nurses Etc… and currently holds the title of COO of Commercial Services.

Ed Billman

Vice President - Commercial Services

Mr. Billman’s scope of responsibilities include directing and implementing all management, operations, and sales functions for the commercial division of NURSES Etc STAFFING and Virtus Executive and Healthcare Placement. Prior to his current position, Mr. Billman served as Vice President of Operations at PrimaCore Solutions, and before that Vice President of Business Development at Virtus.

Mr. Billman is a retired US Air Force Lieutenant Colonel with 24 years active duty service. Among his military assignments, Mr.Billman served as a flight instructor, a US Air Force Recruiting Squadron commander and deputy Recruiting Group commander. He served as coordinator of Total Quality Management at the Air Force major command level. Other assignments were in human performance research and analysis, training management, and workforce management.

Jennifer Larios Eddy

Vice President - Government Services

Jennifer Larios Eddy was brought on to the Donald L. Mooney Enterprises, LLC dba NURSES Etc STAFFING (NES) team in 2003. During her tenure she has served in a variety of roles including Full-Desk Recruiter, Business Development Specialist, Capture Manager, and Director of Strategic Partnerships & Alliances and obtained a SAFe 4 Program Consultant certification. This experience gives her unique insight into NES’ core business processes–setting her up for success as NES’ Vice President of Government Services.  

 

Her excellent communication skills, tact and diplomacy, supervisory and management proficiency, detail-oriented nature, and experience with sales and marketing makes her an integral member of NES’ Executive Team. She   is   an   adept   and experienced   hands-on, execution-oriented executive. As Vice President of Government Services she works closely with the Executive Team and oversees the areas of business development and operations to include new business capture, proposal preparation, contract management, recruitment, credentialing, and customer relations. 

Jennifer Larios Eddy is an active member of the regional business community serving as Mentor Protégé Liaison for five emerging small businesses, Vice Chair of the Alamo City Black Chamber of Commerce, and Consortium Member for Minatory Enterprise Development (Texas Regional Chapter). She also serves on the Board of Directors for the non-profit Left Right Step, a non-profit organization working with veterans and family members seeking higher levels of employment. Her invaluable efforts for business advocacy were recognized in 2021 when she received an award for the Distinguished Business Advocate of the Year at the 38th annual San Antonio Minority Enterprise Development Week. 

Alfonso Robalin

Vice President - HR and IT

Mr. Robalin directs and oversees the management of more than 500 contract employees across the country and provides support to more than 50 remote, corporate personnel across the US and Philippines, working closely with DME’s family of companies, NURSES ETC STAFFING (Government Services, Travel and Commercial), and Virtus Executive and Healthcare Placement.  

Mr. Robalin is an accomplished, bilingual, hands-on, Human Resources Executive with over 25 years of proven human resources expertise in global, public and private entities within various environments including manufacturing, sales, engineering, call centers and corporate HQ. Mr. Robalin is seasoned in providing expert human resources strategy, guidance and counseling. Additional experience includes multiple start-ups in the US, Mexico, and Philippines. Specifically, Mr. Robalin has worked for Coca-Cola Enterprises, Nokia, Travelocity and others in the capacity of a Human Resources Leader.   

 

Mr. Robalin is a graduate of the University of the Incarnate Word with a Master’s in Science (MS) in Organizational Development and Leadership and a graduate of St. Mary’s University with a Bachelor’s degree in Psychology.  He also holds a SPHR Certification (Senior Professional in Human Resources) from HRCI. 

Jennifer Avila

Finance Manager

Ms. Jennifer Avila received her Bachelor’s Degree in Business Administration from the University of Texas at San Antonio. Upon graduation she began working with LNO Tire Company for six years, during which she grew the company from $150 thousand annually to $3 million annually. While at LNO she developed a system for the company to improve invoicing & be up to date on collections. The invoicing and collection were a success, and she was promoted to management. The owners were then able to leave the office for vacations without having to worry about their 24-hour business.

In May of 2014 Jennifer started working with Donald L. Mooney Enterprises as an Accounting Clerk in the Accounting Department. She assisted in creating a better workflow to gain momentum on remaining compliant with monthly book closures. Within six months she became Accountant I where she assisted with payroll duties and invoice processing. She later moved up to Staff Accountant and assisted the Accounting Manager with Month-End processes. When the Accounting Manager left, Jennifer was prepared through training and became the Accounting Supervisor. She coordinated and directed the Accounting Team while directly reporting to the CFO.

Through these new challenges, she has gained a great deal of knowledge and implemented better procedures for the office. In July 2020, Jennifer accepted the Accounting Manager position where she now reports directly to the owner and maintains the books for Donald L. Mooney Enterprises.

NURSES Etc STAFFING (a Donald L Mooney Enterprises company) is committed to providing a higher standard of service and to the delivery of safe, quality patient care. As our customer, you can have confidence that the processes within NURSES Etc STAFFING support the supplemental staff working in your organization.  NURSES Etc STAFFING provides the customer a written description of the following service features. 

1. Subcontractors: NURSES Etc STAFFING will not engage subcontractors to provide Assigned Employees unless agreed to in advance by the customer. 

2. Floating: Assigned Employees may only be placed in assignments that match the job description for which NURSES Etc STAFFING assigns them; if an Assigned Employee is asked to float to another department with the customer, the department must be a like department or unit and the float employee must have demonstrated previous competency and have the appropriate certifications, credentials for that department/unit. Assigned Employees should only be floated to areas of comparable clinical diagnoses and acuities. 

3. Competency Review: It is the responsibility of NURSES Etc STAFFING to conduct and finalize the pre-employment assessment of the Assigned Employee’s competence based on the techniques, procedures, technology and skills needed to provide care, treatment and services to the populations served by the customer upon completion of NURSES Etc STAFFING’ orientation. It shall be the responsibility of the customer to cooperate in a review or evaluation of each Assigned Employee, relative to the employee’s ability to perform specific job functions upon completion of employee’s assignment or shift. NURSES Etc STAFFING relies on the customer’s feedback in order to accurately assess and re-assess the competence of the Assigned Employee on an ongoing basis based on the customer’s report of clinical performance. 

4. Orientation of Employees: NURSES Etc STAFFING will provide all new employees with an orientation to the company’s policies and procedures. It shall be the responsibility of customer to orient assigned employees to the facility and its rules and regulations and to acquaint them with the facility policies and procedures, including dress code, physical layout and equipment and to validate competency and ability of Assigned Employee to properly use equipment. 

5. Employees and Independent Contractors: As the provider of staffing services, NURSES Etc STAFFING will be the employer of Assigned Employees and shall not by reason of their temporary assignment with the customer through NURSES Etc STAFFING become employees of the customer. At its sole discretion NURSES Etc STAFFING reserves the right to utilize Independent Contractors in addition to its employees, to assist in the provision of all agreed upon Healthcare Supplemental Staffing services. 

6. Incident, Error, Tracking System: Upon notification of Incidents and or Errors, NURSES Etc STAFFING shall document and track all unexpected incidents, including errors, sentinel events and other events, such as injuries and safety hazards related to the care and services provided, utilizing its data gathering tools. Information gathered, tracked and analyzed is shared and reported appropriately to customers and regulatory bodies as required. 

7. Communicating Occupational Safety Hazards/Events: It shall be the responsibility of the customer to notify NURSES Etc STAFFING within 24 hours of the event; any competency issues, incidents, and/or complaints related to the Assigned Employee and/or NURSES Etc STAFFING. Customer agrees to initiate communication with NURSES Etc STAFFING whenever an incident/injury report related to the Assigned Employee is completed 

8. Requirements for Staff Specified: The requirements of staff sent to the customer by NURSES Etc STAFFING are to be determined by the customer as part of the written agreement between the two parties. It is NURSES Etc STAFFING’ obligation to comply with the requirements of the customer by supplying staff that have the documented competencies, credentials, health screening and experience to satisfy the requirements specified by the customer in order to deliver safe care to the population being served. 

9. NURSES Etc STAFFING shall verify the Assigned Employee’s licensure, certification, education and work experience to assure they are competent and possess the skills and experience that match requirements for the assignment. Matching the Assigned Employee’s licensure, certification, education and work experience to assure they are competent and possess the skills and experience matching the specified requirements of the assignment may include the use of new grad practitioners for Allied personnel and non-licensed nursing personnel such as sitters, caregivers and nursing assistants, it may also include licensed nursing personnel upon the request or approval of the customer. 

The NURSES Etc STAFFING office, located in San Antonio, TX. is open Monday through Friday from the hours of 8:30am – 5:30pm. In the event of an emergency please contact us 24 hours per day, seven days a week at 210-566-9995 for our Government Services department and 210-774-4965 for our Commercial Services department. In the event of an emergency, natural disaster or other uncontrollable event, NURSES Etc STAFFING will continue to provide service to you through our corporate network from a location where phones and computers are functional. NURSES Etc STAFFING will do everything possible to support you in meeting your needs during crisis situation(s). A copy of our Emergency Management Plan is available upon request.  Our goal is to always provide you with a consistent level of service. If for any reason you are dissatisfied with our service or the service provided by one of our healthcare professionals, we encourage you to contact the local manager to discuss the issue. NURSES Etc STAFFING has processes in place to resolve customer complaints in an effective and efficient manner. If the resolution does not meet your expectation, we encourage you to call the NURSES Etc STAFFING corporate office at 210-566-9995. A corporate representative will work with you to resolve your concern.
